Well, to be honest, its kind of an annoying shell usability wise, its not customizable enough and flexible enough. Setting it up can be tricky, installing drivers can be a problem. It comes with video card drivers (LDDM) yet most don't work with the actually with hardware.
We must remember though, this is not tech enthusiast, its for developers who want to get their apps ready and follow certain guidlines according the Vista UI and layout of explorer to maintain familiarity and functionality. On the IT sites, its also about getting apps ready and to see how well it performs in a domain based environment.
