I'm sure that there are places unsafe for individual travelers in the areas Victor mentions, but ruling out Rio, Amazonia, and Sao Paolo entirely (I don't know the other areas) would mean missing some outstanding travel experiences. There are places I wouldn't go alone after dark in most large cities in the USA, but with a bit of research and common sense, I can still see most places in those cities. Travelers who are seriously apprehensive can still go to Victor's no-nos as part of a safe organized tour. Victor sounds a bit paranoid.
