I'm using the ATI TV Wonder 650 PCI Express card. I haven't installed the ATI Multimedia software yet just the required drivers to get the card functional, Virtual Dub
works very well for my needs with my new system. Now I can go play on X Box Live while my wife watches TV in our big screen.Just thought I would pass this along...and prove Chris wrong....hehehe!

I found the solution in <a

It's a tiny USB TV tuner designed especially for lag-free console gaming on a computer monitor. It works splendidly for gaming and for watching television and is devoid of any detectable lag, despite being a USB device. However, the picture is a little grainy and distorted - perfectly playable and watchable but fuzzy. The media center software it comes with isn't half bad, and a remote control is included. The real bummer is that this device has been discontinued. There are still many units kicking around on web stores but it's no longer manufactured or supported. There's lots of GameBridge footage, including some of my own, plus at least one review on Google Video:http://video.google.ca/videosearch?q=gamebridge

I bought an Adaptec GameBridge 1410 for this very reason. (DSCALER doesnt work for the USB tv card tuners, only the PCI plugy innie ones.)

if your using a software encoding card then you can always try DSCALER to run your games. what your problem is that the new tv tuner cards all use a harware encoder so it puts less strain on your computer when it encodes software. and hence the lag. but what DSCALER does is it runs the raw feed onto your computer. i was never able to get my lifeveiw 98 (only worked with windows 98) working with its software in windows XP. but using DSCALER i was at least able to play games on my XP machine with. give thaty a try and see if you like it. I've had this card for over 5 years and it's rock solid, and it displays my old (original x box) and my new x box 360 game play in real time. I was hoping for a PCI-E solution for my new system? The problem is the manufactures hype their cards specifically for TV viewing and PVR capability, they don't take into consideration the people that ALSO pipe their game consoles through these cards.
The problem with the newer ATI cards and their Multimedia Center software, is the Live TV function is always running and no way to shut it off, I'm talking specifically about the ATI All in Wonder 2006 edition card that I bought recently. I exchanged several e mails with ATI's support people to try and fix the problem, they provided me with a registry hack that was/is supposed to shut down the "Live" function....it didn't work. The system I tried the ATI ALL in Wonder 2006 edition in is a dual Xeon 3.0 ghz with 8 gigs of ram and the fastest available hard drive.I guess I'll just have to keep my old Xeon system around for a little while longer until I find the VC hardware I need for my new system. Thanks Chris.

It’s possible with an AGP based card with my ATI All in Wonder 7500.
