There's a standing joke in the military that "military intelligence is a contradiction in terms." The military knows how to fight the last war, but not necessarily the current war, because the current war is a different situation. Hence the need for intelligence gathering for the that the commander refers to. I was in the Army during the Vietnam era as an enlisted man, and later worked as a civilian for the Air Force.
