ONLY if you volunteer to join, with a 1040, are you required by law to pay what you agree to pay, as with any contract.  most all violations, including &quot;tax evasion&quot; are violations of your contract, as there is no law, proven again by Tom Cryer, that you have to file a 1040.Proponents of replacing the &quot;income tax&quot; with a &quot;flat tax&quot; miss the whole issue.Why add on a new tax to replace something that:
