When I logged in some time in January - there was a little note informing that I can purchase Skype Unlimited for like $14USD or so, and with this all my calls to US and Canada would be free as well as that I will not be charged the connection fee during this time either (one you are mentioning). However, they apparently have no interest in providing incoming service like Skype. Skype is loosing it's appeal based on consistant call quality compared to Messenger and their pricing practices.
