Oh dear. It's a Roxio, the makers of EZCD, issue. The relevant Microsoft knowledge base article is:
Slow Boot or Error Messages in Windows 2000 After Installing Roxio Easy CD Creator 5.0 (Q298583)
I will save you some time though and just reproduce this:
CAUSE
The Easy CD Creator Take Two module is not compatible with Windows 2000.
RESOLUTION
To resolve this issue, please contact Roxio, or visit the Roxio Web site at:

There's an update to one of the modules of EZCD (Take Two) and some advice:
If you have already installed Easy CD Creator 5.0 and are experiencing problems after Re-booting, perform one the following:
If you have a removable media drives, insert a cartridge and follow the update instructions above.
If the system is hanging you may need to wait until Windows finally boot (may take up to 4 hours) then follow the update instructions above.
If you continue to have problems or have questions about these instructions, please contact Technical Support at (408) 934-7283 (In Europe, + 49 2405 4508-80 – if you have problems with rebooting your system please call in Europe + 49 2405 4508-9501).
Good luck! You might want to look at other CD programs such as Nero as they are more stable but perhaps not quite as simple as EZCD.
