To learn the modern bitch-slap, rigorous study must be undertaken by serious students. A good bitch-slap is not simply an emotional release and purveyor of instant gratification, but is regarded as an art form to perfect. It is a non-verbal communication that transcends language barriers: “What the #$@ is wrong with you? Wake up, numb nuts!”
Fingers on hand should be fully extended and rigid; a cupped palm is an optional position for some people. It's helpful to imagine a 180 degree arc when practicing your technique. Follow this imaginary line as a guide, do this until such time that it becomes as automatic as breathing or releasing gas. Using your upper body as additional bitch-slap mass, bring your arm around for the stinging blow. You will make a split second decision to raise your arm into an elevated angle for taller people like drunken professional basketball players, or to use a significantly lower angle for annoying people like Gary Coleman.
