We've had cold, rainy weather most every day, it seems. I haven't even gotten around to installing my air conditioner yet. In Australia - where, because it's in the Southern hemisphere, it's Winter - the seasons change at the beginning of the month. So right now, in Australia, it is already Winter. In America, as far as I'm aware, the new season begins on the solstice - or equinox - which is near the end of the month, when the season's attributes (temperature, humidity, weather) have already become very apparent, and hence, you often find people saying the same thing as what you say here - that is must be Summer (or whichever season it is) by now, because it's already so hot (or cold, etc.).
