Those who don't vote, can't bitch if their elected officials fail to perform their duties: writing to them is useless if it is noted that you're a nonvoter; however, on the database of voters, it is recorded as to whether a given constituent has voted, and you generally are more likely to be heard, as your potential voice determines their stay in office.
