OneNote runs in the system tray. Clicking (Window + S) initiates the screen capture. Drag a rectangle around the area that you are interested in capturing. This allows some additional flexiblity for selecting a specific area of the screen. If I had my options, I would prefer to use a specific screen capture program like snagit.
