On YoYoGames.com, you can download the free version (or buy the paid Pro version) of their GameMaker program. This program allows you to create desktop games of your own. its free for 30 days but it doesn’t let you publish the game after you finish, i believe, you have to check the website for that info. its about $20 i think.

I would suggest learning to program. You don’t have to jump into C++. Try C# and XNA, or Dark basic.
