I can speed read fairly okay on certain texts, most notably newsletters, internet articles, newspapers, etc. It really depends on how the syntax is of the text. I find it hard to read long sentences or big repeating words such as those found in High School English books which makes it extremely hard to study effectively. I know a few techniques that help some other people like placing a bookmark over the other words below what you’re reading and just slide that down every time you read.
