I think PicResize is a great quick and easy tool out there. The best part is that you have nothing to install. Its all within your web browser. This is definitely something worth using and thats why I have added it to my bookmarks.

I was going to suggest Picnik as well. They’re “attached” to Flickr now so you can edit photos directly in your photostream there.

PhotoshopExpress.com is a great Web-based solution for editing. Only 2 gigs of storage though.
