Rumor has it that UnrealIRCd 4 will have support for XML connections, but it’s still pretty hard to find a client. Releasing this client as freeware, with their logo in the corner, would ensure a LOT of visitors…

AFAIK, the client uses XmlSockets, which means it needs some kind of gateway between the IRC server and Flash Client. So, even if they release the code, you would still need to install another application on the server that would translate messages between flash and IRC.
